Before (in 1.02) in AI VS AI games, the USSR was set to only counter-attack after a certain point (to help simulate realism). This time was decreased for 1.03.
Could that 120 day limit be part of the reason why (according to some posters on the forum, I havent tried this myself) the USSR seems incapable of defending itself in 1.03 ai vs ai? Or explain why the USSR is shifting units up and down the front?

The USSR is perfect capable of defending itself. I've seen it win a variety of times in handsoff games. It has little to nothing to do with the shifting of units. The main issue is that a recent tweak during the beta testing allowing tech sharing between allies has probably given the Axis a bit too much of an edge versus the USSR, some very slight game balancing should resolve this problem. The unit movement can be addressed, but having the AI not redeploy its units enough could also be a problem. Constant movement also does have the advantage of making it tougher for a human player to pinpoint which point in the lines would be most vulnerable. This issue partially runs into the inherent limitations of a computer AI.
