To clarify, the intended behavior is this:
Male Dominated doctrine prevents women from getting implicit claims on titles (the claims kids have on their parents' titles while they're still alive).
Male Only succession law prevents women from all claim inheritance.
So Male Dominated without Male Only (E.G., with merely Male Preference) is intended to result in women inheriting claims, getting claims on succession, but having no implicit claims while their parent is still alive.
Instead the current behavior inadvertently ended up with Male Dominated not only blocking implicit claims, but doing the claim blocking that's supposed to result from Male Only.
We will fix this issue, but we can't share a timeline on that yet as it depends on a variety of factors since any patch or hotfix must be tested before it can be released.
Barring crashes and such, it is one of the most significant issues we're aware of in 1.1, especially considering how easy it is to run into (unlike crashes for most users).
That this issue was introduced as a result of fixing another claim inheritance issue is an example of why we space out patches so that they can be tested extensively, and when we do hotfixes make sure to only address a few really significant issues; more rapid patching would be far more likely to introduce issues. Longer timelines help with that, though as this issue ending up in 1.1 shows it doesn't fully guarantee issues won't be introduced.
