As England I can convert all of Ireland in 10 years. The random culture conversions work great as always, but the new NF system seems a bit overpowered.

It is, but that just means that after 50 years there's a 50% chance it'll have happened. It technically could happen after 1 day or not have happened after 100 years.

I have no idea, but the fact that it happened doesn't mean the MttH of the event isn't 50 years as you seemed to imply. Or if that wasn't what you meant I misunderstood you.
In my first game its not even 1450 and the Knights have managed to convert Rhodes while Genoa has converted Kaffa. It seems wierd that these small nations are able to settle enough people to actually overwhelm the native culture. Especially in the Knight's case, I can't imagine Maltese culture taking over Rhodes by settlement short of most of the population of Malta immigrating. Maybe there should be an extra requirement like you need to hold a certain number of provinces of your primary culture.
... but that doesn't affect the OP's example at all as it was in Ireland. There are no neighbouring provinces of english culture, so the cultural assimilation event wasn't a factor there at all.
Actually, I was just checking the event again to make sure of this and I noticed cultural assimilation also requires the revolt risk to be under 1%. Since the settlement policy modifier also adds 8% rr then it's unlikely both events will be possible in the same province even if you do have a neighbouring same culture province, unless you have enough rr reduction to negate this.
