It's currently 1523 in my game as Austria. I had gone through with every imperial reform up to the 'revocation of privileges'-reform (second to last), which was voted down about a decade ago. In 1520 I got into a badboy-war with Castille, England and Bohemia. I wanted to weaken Bohemia as much as possible, as I suspect they would never allow me to revoke their privileges if I didn't reduce their strength (they recently inherited France...). I quickly occupied all Bohemian land, and let nationalist movements tear Bohemia apart as I invaded Castille.

But then, as I was finishing up the invasion of Castille, the craziest thing happened. A message pops up that "privilege revokation' (or something like that) has happened. Apparently every single HRE state has chosen "He can take our lives, but he can never take our freedom!". I instantly auto-DoW every single HRE state (vassals and enemies alike), and boot them from the empire - my infamy is changed from 33.2, barely over the badboy-limit, to 73.8!!! Rebels everywhere - some-thirty wars of Austrian aggression - death and destruction.

So.. what the hell happened?

Hehe, that does sound miserable. All I can think of is that the vassalization reform somehow fired, and they all rejected you. As I lamented in the discussion thread, for some reason you automatically DoW anyone who rejects that reform (instead of them DoWing you or you getting a CB). No idea how it might have gone off if you didn't click the button, though.

Anyone know what happened? Anyone who can find this event? I did quit the game, but I'd still like to know.

I was thinking about continuing the game, but I was clever enough to make peace with Castille and Bohemia - trapping the large majority of my troops in Iberia..

That's very strange. That event is triggered only, so it should only go off when the reform decision is taken. They'll all vote that you can't annex them and DoW you if you're BB is over 30% of your limit though, so if you somehow triggered the decision your 30+ bb would be why they voted no.

The same things happened to me.

I had one of those reforms, the third I think, get accepted like 2 years after I proposed it.

And in my game everyone chose "He can take our lives but he can never take our freedom", when I had just gotten out of a war, and had pretty high BB.

It seems like it could be a pretty cool event. I was beginning to think that it was too easy to reform, and I suspected something like it could happen, but I had no idea that it would be anything on that scale. It's sure strange though, that the once who were pro the reform would rather die than to submit to it.

Looking at the events, the problem probably is the following:
event 9067 fires for every HRE country and sets the country flag "privilegia_de_non_appelando_yes" for those that accept the reform and clears it for everyone that rejects it.
Then event 9068 checks if a majority of HRE countries have set that flag and then institutes the reform.
What probably happened, is that nearly half of the HRE states accepted the reform and then some of the ones who rejected it were annexed. Now there was a majority of pro-reform states and event 9068 ("The Diet in ...") finally fired.
Since the emperor probably had some badboy all the states then left the empire and declared war (see event 9076).

By the way the same problem exists for all the HRE reform decisions.

The vote before that I had fire on me all of a sudden in the middle of the game after being rejected earlier. For the vassalize one, Lorainne accepted, and then everyone else rejected it, bumping my Infamy up to 40. I had to end the game off at that point as I was out of time, so I didn't get a chance to try and win the war.

In my opinion the outcome of the proposal to reform should be no if a majority couldn't be reached within a certain number of days. To pass the reform a new vote would be necessary.

When the proposal would render a majority of yes votes, the HRE should get information on the implication of the reform and should have to ratify the reform within a limited time frame. He may also not choose to ratify the treaty, severely damaging his authority. To pass the reform at a later moment he should have to start the process again. This instead of auto ratification.
