1. No, CT is pretty much just for creating advisors. At least I can't think of anything else it's used in. It doesn't affect the culture changing event.

2. Well yours doesn't, but the AI also creates advisors, so if it fires them or something later they will sometimes move to new countries.

Well being able to pop out 3 level 5/6 advisors of any given type can be pretty handy at times. Suddenly got high BB? Get some diplomats! Big war? Get MP/morale advisors etc. Good CT makes you a lot more adaptable.

Well, it does decay if you're at war. But yeah, if you were modding in CT based event you would need some CT sinks too.
