If you're playing as someone in the Empire and you declare war on someone else within the Empire, with a fabricated claim, does the HREmperor still enter the war on the side of your opponent? I thought as long as you have a claim, the Emperor couldn't interfere.

I ask this because when I played as Venice, I'm pretty sure the Emperor (Austria) declared war on me in defense of the minor Italian state I attacked (Ferrara, I think). I won, but still, this shouldn't have happened right?

Venice isn't in the HRE. But as far as I know even if you are in the empire, yes the emperor will still go against you if you have a claim. But not if you have a core. You'll also still get the unlawful imperial territory if you only have a claim and not a core.

Yeah, tough luck playing as Venice. But, let's say I was playing as a German minor. If I had better relations with Austria/HRE than the other minor I was attacking, would Austria not attack me?

Not as far as I know, I think theres some missions or events you can get that help with that. Only way I've heard to get rid of the negative affects after receiving them is to either dismantle the empire, or become emperor yourself, from what I've heard.

Also I was apparently wrong, Member states attacking member states with a CB, the emperor will not intervene. But will get the unlawful/a casus belli against that state holding the unlawful territory or uncored territory after the fact, which is pretty dangerous still.
