It seems EU4 developers are planning for a massive update for this year, and HRE region is also the target of the project. At this opportunity, I want to show my idea for the HRE update that I have hold for a year -- The Kreis and the Imperial Army.
Though the HRE is often described as "neither holy, Roman, nor empire," there was a development in its administration system during the 15th and 16th century. Throughout the turmoils in the Age of Reformation, the empire was divided into 10 administration blocs, Kreis. (The picture is from the most trustworthy website, wikipedia.)
In EU4, the empire can be divided into those groups, and the nation who has the strongest power (for example, the highest development in the Kreis) would be a Kreis Leader. In the current HRE system, all HRE members have the right to vote for the imperial reform. However, in my suggestion, the only Kreis Leaders have the right to vote, and each number of votes depends on their contribution to the empire. (I will explain later.) This is a representation of the diets that conducted the administration of each Kreis and ultimately had a say to the politics of the empire.
The following picture is a just my idea of the Kreis in 1444. They are divided by groups of regions, Bohemian, Swiss, and Italian regions are also included because I felt bad to exclude them from the game
. However, a further balancing is required especially since changes in the provinces would come with the next update (hopefully
).
The next idea I want to introduce is the Imperial Army system. Throughout the EU4 era, the Imperial Army has rallied and fought against foreign and internal threats under the name of the Holy Roman Emperor... or of the Imperial Diet.
In stead of the right to vote for the imperial reforms, the Kreis leaders are obliged to pay the maintenance for the Imperial Army that is controlled by the emperor. (Yes, it is like the federation fleets of Stellaris.) In return, the Kreis leaders can have an additional vote by each 5 (the number should be balanced) Imperial Army units they are paying for.
However, there are several balancing issues left for this system. Most noticeably, there needs to be a limit for the number of the Imperial Army units. This can be balanced by the total development of the Kreis. For instance, if the Kreis has 40 development, the emperor can order to rally the Imperial Army units upto 4... or things like that.
I know this is a mere suggestion of mine, and there are many balancing issues to be fixed. However, I love Europa Universalis IV and history of the Holy Roman Empire, so I am really looking for there would be great update for the HRE with the coming great update.
