I hesitated before posting this here instead of bug report, but it's not really a bug.
When a country annexes an other country (currently playing 1.30, without the Empire DLC), the Emperor gets the option "Demand unlawful territory". If the country accepts it and if the province annexed has a core from a state that still exists, the province is not restored as the state but is given back to the other country that has a core on it, even if said country is not part of the Empire!
It can be particuliary infuriating as the Emperor to work hard to liberate provinces from non-imperial ennemies to have them automatically given back because some random OPM just declared war on them immediately after they were liberated.
