OK so im the Emperor, I have excellent relations with basically most of the electors but when I try and reform the HRE nothing happens except I lose influence and then the reform I'm trying to enact is still selectable when I have enough influence again. :So what am I doing wrong? Are they just not voting to accept it? Its the second reform btw, the AI did the first one under Bohemian rule before I bitch slapped them silly as Burgundy.

It doesn't pop up when a reform is declined.

Also, for reforms, it isn't just the electors voting, but the entire empire. This mean you will have to befriend at least half the empire before they'll let your reform pass

It does? I don't play enough

Any diplo vassalizing of an HRE member is a -25 relations hit with all other members, failing only incurs a penalty with the target nation. Diplo annexing a member also adds a -25 to any other relations hit (so your HRE member vassals drop by 125 instead of 100).

The day you ask for a reform to be voted upon, the vote occurs. If you scroll through the event log, you can see how every HRE member voted. If the reform passed, you get a pop-up with a notification about the Diet of (Somewhere) about 3 days after the vote. If the reform was voted down, there is no pop-up, but you can still count the votes for and against in the event log, so you get an idea of who to increase relations with.

Some key points;
Keep your infamy below 10% of your limit!
Keep relation above 0, preferably above 150!
Be the same religion!
Have a royal marriage!

Soo... i am france and got royale mariages with like 40 countries, much of them in HRE... but i am not HRE, will they vote for reforms? XD
