I've been emperor (as Bohemia) for the entire game (it's now 1500) and am trying to pass my third reform. I want to be sure to make the most of my limited Imperial Authority. I was wondering what the relations requirement was for a state to be a guaranteed vote for your reforms, as I am also ungodly rich. I assume that votes are simple majority? Are there any other factors that can change voting habits?

Also: I suspect that I should avoid passing the "No internal Causus Belli" reform until after the reformation/wars of religion so that I can get my Purging of Heresy CB and avoid splitting the empire by religion. Is this a good strategy or will it not leave me with enough time to get things done?

For all votes excluding #7, if more than 50% votes "yes", it passes, the 7th also follows that rule but in addition the "no" voters will leave the HRE.

I've managed to unite the HRE before 1500 via Austria, Bohemia, & Burgundy, not sure what you meant by your second paragraph, but religion conversions could plummet your authority for a while, so waiting until they settle before reuniting them could help.

How do you raise authority that fast?

The point of my second paragraph was that I suspected (wrongly) that states of different religion would automatically vote no. Fortunately this is not the case, so that worry is irrelevant.

Take a sample game with Austria, on default options.

I try & involve myself in any war that can give me authority, e.g. I can release two nations from Milan whom I get a quest on, and cascading alliances could send me into wars with others who I could get imperial authority from. Those who ask for my alliance every once in a while could drag me into useful wars as well. Also Bohemia usually annexes Silesia, such frequent-to-happen scenarios could help if I send warnings & guarantees intelligently. Also papal control allows you to excommunicate thus giving you more CBs.

Of course, you would want to be capable to the point of almost not skipping any war that comes to your plate.

Once first reform passes, you have lots of options to raise authority, especially Burgundy, France, Denmark, Milan, Golden Horde, Genoa, etc... Also recruit your monarch as general when you want him to die faster, I heard it works. Also, I manage to make all my reforms pass, I don't remember any failures excluding when I was more than 10% infamy.

Also I follow a tactic that some people frown upon, which is releasing cored lands e.g. Styria & Tirol then reannexing them 5 years later.
