Before you have enough support to pass a reform, the tooltip shows you how many are for it and how many are against it. But, once you have enough support to pass it, that information is no longer available. This is fine ... except for the "Revoke" reform. Once you have a slight majority, you no longer get to see how many are against it. This is kind of an important bit of information. You can hover over each prince/free city in the giant lists to see which way they are voting, but I'd love to be able to more easily see how many I still need to coerce into voting for it before i actually go to enact it.

Also, for ANY reform, it is impossible to see whether any of the electors are for or against it. Hovering over their shields just shows a tooltip for the next vote for Emperor, NOT the next reform.
