Just formed the HRE for the first time. My understanding was that once formed, I'd get cores on all provinces, it looks like I got cores on maybe a little over half. I'm playing as Austria and it seems most of the cores are in nearby province, whereas I received almost no cores in the north. Not a big deal, I just want to understand the game mechanic. What the rule on getting cores when forming the HRE?

And in what alternate case would there be a better option?

Well, assuming you want to form the HRE having as many cores as possible upon formation really isn't that significant. Sure, there will be revolts for 50 years, but that's not too difficult. It's easier to get through the reforms (faster, too) if you aren't focused on bordering as many HRE provinces as possible.

You get cores on any provinces you own and any provinces which border the ones you own. The best way to form the HRE is to snake through it.

Ok that makes sense then. The snaking thing seems a little gamey, but if you were in a hurry it does seem like the way to go....I was just happy to get the HRE formation completed and after the all-Europe war that ensued after I made everyone a vassal, very relieved that the actual formation was pretty painless. Now I just have to figure out what to do with my light blue blob!

You may be mis-understanding things. If you are snaking, you are not in a hurry. If you are in a hurry, you are snaking. If you are in a hurry, there are plenty of gamey ways to do it. You can even do it in like 5 years of game start.

If you snake however and take your time, you can form a perfect HRE.


The first thing you should do is change your color to like RED, since there is not really any red Europeans and the color of the HRE is ugly and identical to Germany. This became a problem when my final AI battle was GER vs HRE.

Then you should... have fun!

that you own (owned_by=THIS)
or that is owned by a nation you border (owner={neighbor=THIS})

and you inherit all member states

edit: Thus owning just a few key provinces can add quite substantially to the number of cores you get depending on who you are playing and the map changes that have occurred.

for example, with the Oct 14 1399 start map, you could add 11 additional cores by owning Anhalt (Hannover, Brunswick, Altmark, Ruppin, Potsdam, Brandenburg, Neumark, Meissen, Leipzig, Thuringen, and Dresden) or 12 by owning Mainz (Nassau, Hessen, Kassel, Frankfurt, Trier, Koblenz, Worms, Pfalz, Franken, Ansbach, Wurzburg, and Bamberg)

If you're in a hurry I'd think snaking would take longer. I mean, you'll likely get infamy if you're trying to snake around the HRE, and it adds a lot of unnecessary wars. You get more cores, but not having as many cores upon formation really isn't that bad.

Also, in my experience at least forming the HRE generally means no one is in a position to form Germany.

Oh it is absolutely true that snaking takes longer. I just have never found a moment except for a speed game when time is such a factor. It is rare, but sometimes if the player forms Germany the AI still forms the HRE. You don't always NEED all those cores on formation, but more cores is always better, and many formations of the HRE result in over-extension.

Thank you for that correction! So if you are German and form the HRE shouldn't you gain cores on every German state since you are inheriting?
