This is sort of a follow up to my "Marching Austrians" question. In that thread we established that once the HRE gains entry to a country by sending troops into a province that is part of the HRE that belongs to that country, the HRE can then march anywhere within said country, regardless of treaty or war/peace status.
Okay, but what is wrong with this? As a rich Venice, I finally managed to get elected Holy Roman Emperor. Accomplished this largely by yearly subsidies to all the Elector States. Problem is, although I am now the Emperor, I cannot send Venetian troops into other countries that are part of the Empire, e.g., Austria, Baden, etc. I thought that as Emperor, my troops can march anywhere within the Empire, like the Austrians discussed above when they held the Imperial throne.
Anyone care to explain why I can't? Thanks in advance.
