HRE question

How do I inherit burgundy as austria I used to just have a marriage and high opinion of me, is it about trust or other. Before it came often and would not be a problem.

Now they dont join me and eat alot of states so I have to have a war with them to keep them down etc.

How does nations close to hre join, I see random countries like riga, armanac, ragusa and provence join without me doing anything?
