HRE Princes adding provinces to the empire?

As the Austrian emperor, I recently revoked the privileges of a veritable swarm of about 40 HRE princes. Given the 1.8 patch notes hinted at the AI adding provinces to the HRE being bug-fixed, I'm wondering now what the actual criteria are for the AI to actually expand the empire. I like the idea of creating new (diplo-slot-free) vassals at the borders of the HRE for the non-German culture groups. So taking a province like Dalmatia, coring it myself, adding it to the HRE and releasing Croatia as HRE vassal to gobble up the rest of the Balcans in subsequent wars.

This appears a viable option for the neighbours, but in order to continue this further outwards beyond the immediate HRE neighbours, I would need to ensure that the HRE provinces actually expand outwards. Will the AI vassals do that reliably, or do I need to build a "land bridge" myself to ensure that there is at least a thin strip of land that gets added?

The criteria are pretty simple: the AI will add its provinces to the HRE if it is the Emperor, and otherwise not.
