I don't often play an HREmp game without starting, but just before the Leagues popped, I got given Emperorship as Burgundy.

Can I still lock the HRE religion despite being far too strong for the Protestant League to even declare on? Been waiting 20 years now...

If the Protestant League goes long enough without declaring, the Catholics win by default and Catholicism is locked as the sole religion for the rest of the game. You unfortunately just have to wait, unless you want to try baiting the Protestants to attack.

You can, but you have to wait until 1625, and then you have to spend a noticeable amount of time at peace to get a decent chance of the event firing.

The event The Diet of $CAPITAL_CITY$ can happen 30 years after the leagues have formed (or after 1625 if no league ever formed). Make sure that you fulfill all conditions so that the event can trigger. The condition for not having a truce with a protestant elector now also applies to reformed, anglican and hussite electors.
