Is there any particular reason why forming Jerusalem removes you from the HRE, and is completely unformable if you're emperor? Provence into Jerusalem into HRE seems like a really fun game, and what I had almost accomplished until I read the national decision more closely. Can/Should Jerusalem be formable without the HRE limitation?
From a historical standpoint, wouldn't it make sense for René to try and gain acceptance into the HRE as a defensive measure to go ahead and push his claims elsewhere? Additionally, there's even missions for joining the HRE!
