Johan made a change where now the previous Habsburg bonus has been toned down a lot. It is very severe, and now the Habsburgs hardly ever are emperor, with german minors often getting it. Would've been more applicable 100 years prior to the start, but now it is quite common. After the initial shock you get used of it. Just don't expect your Austria with -200 rleations with everyone will became emperor. :)

Yes, I've very rarely seen Austria/Spain as emperor since installing the beta patches. It's rather annoying (along with the silly connection across the English channel). But the other changes in the betas make up for it (stacking revoltrisk expiration bug fixed! hooray!).

Also a change in recent beta was to make all HRE electors viable for emperorship no matter the religion, which is I presume the thing you were really asking about.

Exacly what are the base rules for being elected Emperor? Could I as Poland, for example, conquer land inside the HRE, improve relations with all electors (which are?) and then be elected? Or are there some "hardcoded base" candidates that need to be eliminated before new potential emperors can enter the playing field?

I liked the old rules too. That, and the English channel bridge, prevented me from downloading this patch.

Any Elector, whatever his religion (even sunni or buddhist or pagan - believe me, I tried :rolleyes: ), and any european catholic (CRC too I suppose - that, I haven't checked), may be elected Holy Roman Emperor (besides, at that time, that's more about Holy Germanic Roman Emperor). The key is having better relations with the Electors (you can see them in the religion screen, by hovering the pointer above them).

You also have to know that :
- Habsburgs (Austria and Spain) have a bonus (reduced now, as said previously)
- and that some Electors get more votes (check it in the country.csv : it's the last numeric data.

To add to lawkeeper's answer: having land in HRE has nothing to do with being elected the Emperor. In particular, France - whose land is automatically excluded from HRE - can be elected the same as any other European Catholic country.
