HRE Emperor should be able to upgrade his goverment rank.

We have updated our Community Code of Conduct. Please read through the new rules for the forum that are an integral part of Paradox Interactive’s User Agreement.
In a way you get more than empire rank for being the emperor, just from the bonuses you obtain from being it. Rather than letting them change government rank, the emperor bonus could get some added effects to match empires, for things like autonomy and national focus cooldown.

OPM Emperor like Nassau or Ulm surely deserves one. Formally you're right though.
I'd agree with you- except there have been 2 proper HREmperors in this time frame. Bohemia got a kingdom when Emperor due to (iirc) the concessions in the Golden Bull (HRE constitution almost)- it's not allowed in the law of the HRE that there are more than 3 kingdoms (Italy, Germany, Bohemia). Heck, just to become an Archduchy Austria had to bully/ bribe a lot of the members of the HRE. I think limiting rank to duchy is alright.
Austria remained an archduchy despite the many, many Habsburgs who held the Imperial title. Only a unified HRE should grant you that rank.

Well, I suppose it's accurate how it is now, but the emperor should be referred to as Emperor. Kaiser, perhaps.
