i dont know if this is historic or not, but i think it sucks for the game. Austria (or whoever the emperor is) no longer joins your internal HRE wars due to the -1000 Emperor modifier. so basically if you are allied to the emperor the only benefit is not getting the unlawful territory modifier?? and getting called into unwinnable wars vs France....Great!!

It's probably working as intended, but I doubt it was a documented change. It makes sense though. But yeah, I'd ally BBB or PLC and use them to do the dirty work. Or become emperor yourself.

Not getting unlawful territory is pretty good though. Just ally BB or Boh instead. Or the BBB itself.
i agree that the not getting unlawful territory is great, but it just feels like a waste of an "ally" even when they are friendly because nobody is going to declare on you if you are allied to the emperor. the only other benefit was that they would help you in wars...but not now.
