Saxony is emperor (which means time to beat italian minors!). So if i declare war on Tuscany will the emperor, as they will defend Tuscany, be able to call in their allies? In a "normal" situation they can't if i do not click the "co-belligerent" button but i'm thinking that maybe emperors have a "special rule"?

Yes, the emperor is called in as a co-belligerent automatically, and will be able to call their allies. You should be able to see that in the tooltip for Saxony on the DoW screen.
