HRE Charlemagne Start Date

If the HRE forms will it now always be elective? I found it weird in my current run that even though Karl has a son almost at adulthood, and one to spare younger, when he died the HRE passed to some random Italian Duke, Now his son is usually the 5th in line being voted, if at all. So I'm wondering if this is intended, is there any way to ensure a Carolingian dynasty other than assassinating all the people getting more votes than his heirs? if it is maybe add a buff to the Karling bloodline that are duke tier Karlings and direct sons of the emperor get an opinion boost for votes or something? I like that the game tries to make the HRE historical, but for it's start it was Agnatic Gravelkind, not elective.

It's kinda weird that the division of Charlemagne's empire in 867 is basically impossible to achieve in a game that starts on 769 if Charlemagne manages to create the HRE. Gavelkind gets replaced by elective and, since there's a single Empire title existing, even with Gavelkind and several heirs the empire will not shatter in multiple independent kingdoms.

I assume this is a bug. According to DD HRE 769 Decision shouldn’t give Elective while the Decision 867 should give it.

if it's a bug, is it a one off or if I restart and try to get the AI to form it again will it correct itself? Has it been tested at all?

Yep elective. Based off dukes of dejure kingdoms, i.e. West and East Francia as Karl never makes Aquitaine. Hover your mouse over the title and it will say what form of succession the title has.
