If I change a province's "Region" field in Province.csv from "HRE" to say "Western Europe", will it change the borders of the HRE as seen in the religion map accordingly? Thanks in advance.

I guess not. The HRE region in province.csv consist of a lot fewer provinces (only the German) than the HRE boundaries shown in the religions map. Hence, the latter must be defined elsewhere...
Speaking of which, Mantua should be part of the HRE. I'm guessing it's a holdover from EU1 where Mantua was owned by Venice, but since it's now a separate state, it should definitely be within the red border.
Also, Helvetia should drop out of the HRE some time around 1648 (or even better, make it whenever it wins a war against Austria), but I don't know how difficult this would be to code.
