HRE gets like +100 to its army limit, and while austria can afford such army, it is completly senseless for a small TPM to gain such advantage. Wouldn't it be better if it would give % advantage instead of numerical one? Like 1% for each member? Same could be for manpower, which would allow them to support the army with manpower...

First, that percentage is that the percentage of the HRE members contrybuting from it's own manpower or forcelimit? Every country have their own limits and thus the number is made up of member states.

As far as I know each member gives the emperor the following additions to manpower and forcelimits, I might remember wrong but each member gives 500 manpower I think and another 2 regiments forcelimit.

So really that ecuation all ends up on if its calculated by the member countries current manpower and forcelimits or the emperors current manpower and forcelimits. Also, would that percentage change with the number of members? If not a 3-4 Holy Roman Empire would gain the same benefits as a 75-80 HRE?

I don't like this because consider the following: I am Bohemia and I expand out east eating up Poland, Russia, Lithuania, Hungary, etc. I have 200 province country and I am the HRE. I do not expand into the HRE at all, and stop all other countries from doing so. All of a sudden that 40% bonus is a lot larger for me than it was when I was just Bohemia. I don't think that logically makes sense. Why does being the emperor give me 10k manpower and 10 force limit originally, but then my expansion into Russia mean it is a 500k bonus with a 100 force limit?

This, also being emperor doesn't grant the empire more % of manpower, that is pretty ridiculous, instead the numerical bonus makes more sense.
