Any time I end a war there are between 20 and 30 particularist rebels spawning across all HRE. Not only annoying but I can't find anything in the game interface that would suggest why this is happening and how to prevent it.

Your vassals are seizing lands

It's probably this. But it is really annoying when particularist.. actually any rebel type, decides to besiege a province that they can't take because the fort level exceeds their numbers, and they just won't go away. Rebels should at some point decide to give up their goal if there is no realistic way for them to win. A case of that is when rebels attempts to siege down an OPM where the fort level is too high compared to their numbers. Obviously, one batch of disease striking their camp should not make them go home.

They frequently do just that, I observed that behavior in separatist. A prime example is if you are playing the Knights, and Greek/Byzantine separatists rise up because you have revolt risk from no religious unity. They are smaller than what they could besiege because it's an initially low dev province, and they actually disband on the monthly tick. I've also seen estate rebels move off of provinces they couldn't effectively besiege, though it was in later in the game, where tier 2 forts have been unlocked and built up.

Didn't notice them seizing that much before they became vassals.
They probably did it all at different times. But they can't seize land while they are in a war with you and if you are often at war, their seizing will start to sync up. And the AI has some code which makes them wait till their army morale is above 90% and their forts have enough garrison which is all fulfilled just after a war.

I usually assign a fairly big Merc Army to cover the whole revoked HRE to sweep up all the rebels. I think it's not just that they pop up more, but that you get all the pop-ups about them post-revoke.

I usually assign a fairly big Merc Army to cover the whole revoked HRE to sweep up all the rebels. I think it's not just that they pop up more, but that you get all the pop-ups about them post-revoke.
If you don't want that popup message (or any others in the game), there is a setting option that you can click in I think the lower right corner of the popup that lets you disable or change that notification, for instance to appear in the log only rather than as a popup. You can also manually change the setting for every type of notification via the menu, but the interface can be a bit tricky to navigate.

Rebels will move to other provinces if they can't take the current one. But I've seen Particularist rebels attempt to siege OPM provinces despite not having the numbers for decades. Essentially, this means that the OPM is stuck in perpetual siege. They never disband from what I've seen.

I've also noticed Noble rebels sieging down a province, but not being able to gain access to the rest of their host country (or not understanding that they can move across territory that they don't own). I've seen some Italian province being occupied by a noble rebel stack for some 50 years. I don't know why they weren't able to enforce their demands at some point.
