So one thing that I've found a bit nonsensical is that if the HRE enters religious peace (through the reform or the peace of Westphalia) you can't make princes or electors change religion in any way (no internal wars, no official faith). it's entirely possible that if you got to the point where the empire is at peace after the reform has been passed, and enough princes convert after this happens, then IA could go to a complete standstill, no new emperors and no new reforms, even though the princes are supposed to be free to worship whatever they want there is still a malus to IA from there being heretic princes. The only way i can think of to get a new reform passed if the player could get enough princes backing it would be to add 50 provinces to the HRE and then enact the reform - this might prove a little tricky.
The second is probably more situational, i feel like once you revoke the privilegia, you should be able to make a diplomatic or subject action to make HRE vassals add their non-HRE provinces to the empire. IA exploits could be avoided by making it cost 5 IA and some liberty desire for each province, similar to how you can annex a protectorate's provinces. the reason for this is that when feeding vassals you'll either end up with a vassal too big to expand without making liberty desire too high, or you'll have to take all the land for yourself, core it, add it to the HRE yourself, then sell it to existing vassals or release new ones. plus it's kind of fun to be able to paint the world green, grey is well... grey.
