I like having corps of 3-4 divisions with one corps including an HQ and the best general commanding that corps. Other people like just having them to augment their biggest or most important armies. '44 Germany presents another option, putting an HQ in a stack that totals 12 divisions.

Attack org. when the divisions you are targeting are not in retreat. Unless you have massive stacks targeting one division, Ground Attack is not effective when your enemy is not in retreat. When they are in retreat, you can smash them very easily with just several bombers.

Different people have different ideas on how to use HQs.

They should always be commanded by either Field Marshals or full Generals... Lt.Generals and Mj.Generals cannot activate the special functions of HQs.

Some people like to keep their HQs seperate and add AA brigades to them. Others (like myself) like to group them with other Divisions into formations with compatible speed. I like to use 6-Division HQ formations... (HQ + 5 x INF) for slow HQs, with some (HQ + 2 x ARM + 3 x MOT) formations when HQs become faster (eg: German HQ-IIs). By stacking the HQs in 6-Division formations and my other (non-HQ) units in 3-Division formations, it's easy for my stacks to total 6, 18 or 24... which fits exactly with the HQ-doubled Leader command limits (3, 9 and 12 doubled to 6, 18 and 24).

HQ formations should be spread out every third province... so that all provinces in your fighting line are adjacent to a HQ formation.

Re: Bombers... Ground Attack (vs unit Strength) has almost zero effect on stationary, dug-in units. You should use Interdiction Strikes (vs ORG) or Logistical Strikes (vs Infrastructure) before and during the Land battle, switching to Ground Attack (vs Strength) once the opposing forces breaks and starts retreating.

No. The HQ only increases the number a leader can command in a battle without having OCL penalties. It does not increase the number a leader can have under his direct command without penalties.

In short: never give a general command of a stack larger than 9. Without an HQ, only 9 units can attack from a province without OCL penalties if the highest leader in that province is a general. With an HQ, 18 units can attack without OCL penalty if there is a general and the HQ is lead by a general or FM.
