Just tested this 2 times now. I have exited doomsday for both test to make sure somethign whacky was not going on the game and even restarted computer. Again I decide to goof off as a minor country and switch Canada from the allied land doctrine tree to doing the mechanized offense one. I notice that when I got 1943 HQ and upgrade My Hq was seeming to race away from my forces. Was wondering what was going on and it stat screen it had speed 14. I did have eng brid. attach. SO I was like hmmm. Tried removeing brid. and it drop to speed 13. Exited the game restarted and saw the same number. So I decide to start a brand new game and go german path to see if I could get a similar result or differnt one. Got the same result. Once it hit 1943 hq it jump to speed 14 with eng brig. attached. 
I also made sure to start a 1944 games and all hq are at the speed they are suppose to be. This is unmod pure dd games.
