HQ are divisions and represent army HQ only. You don't need corps/brigade level HQ. HQ provide a bonus to combat events and doubles the maximum amount of units you can attack with if commanded by a general or field marshal. We don't have lower level HQ to avoid micromanagement.

My question arises because, for example, if you open Blitzkrieg 1939 as German you can see some counters with HQ symbol and xxx (corps) and xxxx(army) but commanded by a general with 9 units as maximum control.
Can you decide the rank xxx or xxxx ? Or it is an error of the obb for this scenario?

You can promote leaders ranks, but you can't demote their ranks (there's no point, a higher rank leader can lead a smaller group of units as it is). A lower ranked leader can be assigned to a higher ranked group as well, but there will be penalties to doing so if they command more divisions than their rank allows them to. Not sure about OOB since I don't maintain that scenario.
