Can somebody please explain to me how the system for how HQ units affect stacking? Please could you illustrate it with an example or two, I thought I did understand the system but now I have my doubts

So is it best to have low ranking generals attached to HQs so I can keep my Rommels and Guderians on the frontline and command double their number of units? Or does the skill/traits/rank of the officer attached to the HQ have some effect?

Last question from me. How many do you all use for barbarossa. I have the 1 I start with, 2 being build and get an Austrian HQ after anschluss, do I need more?
