This obviously isn't impartial:
I didn't really like Rome at launch but I do like it with Vae Victis. It has a playing style that is sufficiently different from the other Paradox strategy games that I can enjoy playing it on and off and I love the succession problems and civil wars that tend to crop up every few decades unless you are very lucky or very good.
It is a nice contrast to the "your nation is stable and nothing bad happens to it when you play it safe" syndrome that most of Paradox' games suffer from in singleplayer.
If you want to give it a go, definitely buy Rome and VV together rather than just Rome itself.
To compare with EU3, EU3 with expansions is, to my mind, the better game than Rome with the VV expansion, but Rome+VV has more charm and style.
