Hows does the "under_attack" command work?

I ask because the 581 event (USA gearing for war) was seemingly triggered by the trigger "under_attack = VEN", but Venezuela was not attacked in any way (AFAIK), but it was in the Allies.

But if Venezuela being at war was the trigger, why not use the "atwar" command? Surely the "under_attack" command is pointless if it can be triggered by simply being at war (and not under attack).

I would guess that it means being part of war that was not declared by the nation or the alliance itself. Joining allies mean being under attack, joining axis means not unless axis is being declared war at by an agressive soviet union or USA or something like that. But it is only a guess.

Makes sense, I guess when Germany declared war on Poland, it declared war on all the Allies, Venezuela included.
