Thinking of tweaking the game with a mod that makes low hab planets more of a pain to settle, by giving a scaling 100% malus at zero habitability (up to normal at 100%), so that at least non-suitable colonies will take longer to become productive rather than making the optimum strategy to just rush every planet you can regardless. But I can't seem to get it to work.

I thought I'd be able to insert a line underneath pop_habitability in 00_static_modifiers to the effect of pop_growth_speed_reduction = 1, like the reduction for devastation, but it doesn't seem to be applying.

G = pop growth after modifierd.
H = habitability
P = final growth

G * H = P

Also change pop growth to be based on the amount of pop on a planet so that the best move is to not colonize literally everything.

The problem is more figuring out how to make the mod work in the first place, was hoping someone could explain what I'm screwing up!

Giving a modifier to growth of large city worlds would make sense, but one step at a time.

I just tried that with -0.5 and it didn't seem to have an affect either. Although I think I might know something I was screwing up, maybe. I was testing it with a hive mind, so perhaps they have a separate habitability modifier (although seems unlikely, its something I should look into). I'll test with a normal empire next just in case.

Alright, got my answer. Static modifiers cannot be modded, and thus its not possible to add in a population growth value to the scaling habitability. And I'm not certain if that same code line could be used outside of the static modifiers files.

I've been trying to accomplish the same thing, and even taking FIOS into account, it's just not working. I tried altering the pop_growth_speed and pop_growth_speed_reduction values, and while the in-game planet habitability info displays the correct values, implying that these values are being registered, they don't actually seem to have any effect on the growth of the actual pops.
