How would i edit resources generated by provinces

I'm trying to mod canada so that the leduc oil discovery of 1947 can happen a bit earlier and would like some provinces that are found to later have, i suppose, larger coal and energy reserves than are reflected in game to change. is it somehow tied into provinces.csv? i can't make heads or tails of it at the moment

does no one know how to increase the amount of, say, oil a province is giving to its owner?

I am not sure if this works, but it should add 10 oil in Berlin:

command = { type = add_prov_resource which = 300 value = 10 where = oil }
