I don't really know but I hope that it seems to be alive.
For example, if your city have a beautiful old town many tourist should be there, taking photos of monuments and walking, buying souvenirs and having dinner in local restaurant.
If your city doesn't have monuments, beach, stadiums or something interesting there shouldn't be tourists or few.
And if the city hasn't got airport, port or some type of transport there shouldn't be many tourists either.

This is what I hope too, I wish this game will feel like im actually having a living, breathing city

Here are some ways you can create a good tourism flow in a small town . You need to create a place that has a unique features like a ski resort for the winter months. First class gulf course resorts located off the side of a hill or a mountain with a large waterfall for tourist to view . a shipping canal dock that's not only used for industries , but also for tourism. sprawling viners that harvest one of the very best grapes for wine. Sandy beaches and a amusements park that houses a casino with several motels for young and energetic masses. Historical monuments of people that discovered and fought for their county. It sounds like I live in the Niagara region , I do ! Millions of tourist pass through my region every year. And there's only about 430.000 people living in the region. So I think some of these ideas should work.

Those all sound like wonderful ideas! I hope they implement them, as creating a small town tourist resort is one of the cities I really want to build!

Everybody says "That's a job for Modders" but I don't think so. Modders haven't got to finish the game, nobody pay them for it.
In my opinion, Modders should make new buildings, bridges or other simple things but not create incomplete parts of the game like tourism.
Do you know what I mean?

But fact is, we don't know if it's an intended but never released feature or non-intended feature, which is the kind I'm hinting at ...

However, based on the livestream, it's safe to say tourism is included.
