another question: lets say i want to play as vietnam, so i liberate them as france. since the vietnemese have below 10 ic will they get guerillas or the french stuff?
At that point it is subjected to game engine limitations. I believe they will get French stuff.
so how will guerilla infanrty work in terrains like mountain or forest or jungle? will that be the factor that makes them very much stronger? will they be able to defend against large proffesional attacking forces like in real life?

one of the things we are working on is making militia units dirt cheap... (the mass of defence points from a large stack of militia should be sufficient to hold an attack from a 'modern' enemy) along with other stuff
