I tried to play HOI IV with Canada, Australia and Italy. I realised i had absolutely no controls about production. In 5 years of gameplay no division was created. If nothings is created how i make war with the others? I won't be able to replace any loss.

To make the things better i can't decide when i'm in peace or war. The programm decide!

What i do wrong? With HOI 2 we can make a plan and build the condition to realise the plan. Now it's not possible at all because the AI decide all.

What i didn't understand?
