1.) Which combination of vassals should I be releasing based on this map that would allow for the fastest WC?

2.) How much land should I give to vassals and how much to keep for myself?

If you plan to do a WC, your idea should be to release
1) states which are on the border of the max HRE possible (from memory, the "border" is somewhere in Turkey, then through Caucasus and the Ural)
2) more important, try to have many HRE vassals on a sea coast.

You will be able to feed both categories with provinces outside the "max HRE". These provinces will never become HRE provinces, but when you pass the final reform, they will integrate your country anyway. The most interesting are the one having access to the sea, because you can use them in the end all over the world as their range went higher.

In one game, I had Frisia having 2 provinces in the HRE and more than one hundred outside it (in Africa, Asia and Indonesia). It was even a great power IIRC. Convincing it to join the final reform was roughly as complicated than with Austria and France, both members of the HRE with a big size, but still with +200 relation, max diplo reputation and 100 Imperial Authority, it was done.

My advice will be to wait for having all princes ready to vote the reform before revoking the privilege: you are very early in the game, and it will be a nice swarm.
