How to use collaboration government properly?

To me it seems rather inefficient since it takes like 450 days to prepare 1 collaboration government if you use spies plus boatloads of support equipment due to needing multiple missions for 80% compliance.

Using collabs on majors/large manpower pool countries such as the USA or China is extremely efficient with the dlc (TfV I think) because of both the 100% manpower requirement, as well as the greater industry transfer, on top of ability to use them for garrisons. They also retain their focus trees' progress even after annexation, so the say industry or military bonuses received before annexation are retained.

I wonder what the feasibility of running collaboration missions for large majors like the USSR is. 450 days is a lot, but for a single big target it might be worth it, especially after fall of france where you'll probably be able to get a ton of captured equipment.

When you want to attack a major ( like USSR ), it's very helpful to run collab-missions with your spies, before launching the assault.
Each successful collab-mission will decrease the sum of victory-points you need to let them capitulate.
Playing Germany I reduced the sum to 70% ( so I didn't had to take Wladivostock, Irkutsk or other victory-points in the far, far east of USSR )

I see, i just tried to do it with Iraq as Portugal but i guess that ain't that good of a target? I know that your Macau part of China becomes 80% compliant long before you start changing ideology as Portugal, and then it gets cores on all of China, useful if you take out Guangzhou with all that steel and manpower, gives you a nice staging point for the rest of China. Then you can expand your China a bit and take Tsingtao too for that treaty port prestige.

IIRC the mission takes 60 days to prepare and 90 days to execute (if the enemy has no counter intel). Building the network to 50% takes 84 days with 2 spies.
That's 234 days altogether. (If you have more spies you can do it faster, because 1 can build the network, while the others execute the mission.)

And you can finish the first mission within
Build Agency = 30 (start buildng the network with the first spy)
5 upgrades = 150
recruit 2nd spy = 30
Prepare = 60
Execute = 90
------
360 days

That means as germany you can do 4 missions (e.g. POL, 2x FRA, YUG ) before January 1939. (More if you take "Illusive gentleman")
