How to unlock state's building slots (to build more factorys)?

No way currently. Number of available slots depends on the "development" of the state. Large cities have more, while deserts/tundra/island have fewer, or none.
so how do you progress past a National focus that presumably adds 2 slots and 2 factories, but tells you that you dont have enough slots to allow the factories in advance.Specifically, Italy, Industrial Effort II when Piemont is already using all 8 of the 8/25 unlocked slots.
You can most definitely increase building slots in a state a number of different ways. The most common is the industry techs concentrated or dispersed industry. They add 20% more per research level. You can also increase the build slots by 1 by spending 100 PP in a decision after you max the infrastructure to level 10. There are also a number of national focuses that increase building slots. Most come along with factories but some are just extra slots. I assume but have not tested that these slots add to the base so the industry techs will then increase off that.

- Infrastructure level 10 unlocks decision for +1 slot (costs 100 PP), one-time use limited to cores
- Being at war unlocks another decision for +1 slot (costs 50, debases stab and WS by -2.5% each), one-time use limited to cores
- Industry tech grants +20% at each level, and beware that it's rounded down and i.e. for regions with base 6 (urban), going from level 4->5 grants 2 extra slots, compared to +1 previously.

Is there any console code to unlock a slot or fire up "region wide industrial integration" event?
