How to unify Germany?

Hi!

So i've just managed to unify germany. I dont remember the year, but the SGF has joined germany which except the SGF is rather the same mass of land that i controlled as prussia. The problem is that NGF has not joined me yet. Will they? I'm currently just finished with unifying Germany and SGF, so the year is something like 1870+ i think. Do I have to take NGF with military might (which I of course have) or is there an event occuring later on? I think the last event was zwollerstein or something, unifying germany in a "loose" confederacy or something..

I always have problems trying to unify Germany, last time i tried i beat austria in a war, got NGF/SGF. then i took paris, got the 3 hurray's event which for some reason only made NGF a puppet which it already was and the SGF a puppet of Austria.

it was 1.02 also

Im thinking i backed down on the war with denmark event(sp)

Maybe I am missing something, but for popular unificition, don't you, according to the event files, just need to
Have all German states being something other than a pure democracy (Austria starts out as a constitutional monarchy), which will trigger the event. Then all German states get the event to join, but for austria to get it Hungary must exist.
Oh, and Prussia/Germany may not be at war with anyone (in which case the joining event won't fire for that nation).
