How to turn democratic peacefully with referendum

I'd like to become democratic as Finland. I have 62% democratic support and I have taken decision to expand civil support of democracy twice. I have 45% stability. I don't see decision to have referendum.

IIRC, In my earlier game I saw decision to turn fascist after getting fascist support to 50%. Is the democractic decision different?

I really wish Finland could just start as demo...
