Hi. I want to translate the game to certain language which uses mostly Latin characters so my friends can play the game with less hassle. How can I achieve this?
 
To the best of my understanding, the vanilla game uses Win-1252 encoded localisation files, but it can support various other Win-125x encodings, so long as all of the game's localisation is encoded that way and no other encoding is used anywhere. That's how various other translations are created, that you can find on the Steam Workshop.
