How to switch Aztec culture ?

I dl the portugal GEP save.
I saw 7xx gold income and wondered that Aztec,Maya... where changed to iberian culture.
Or is that an event ?
I always thought cultures couldn´t be switched.

IIRC, just simply convert those american pagans and voila . At least I hope so. Would be embarassing if I was wrong while I was the one conquering the Aztecs/Maya in GEP .

When you convert a pagan province's religion, the culture switches as well. See the culture faq.

but than isn´t it a bug that the culture doesn´t switch after the conversion events of pagan cities ?
after the event i can´t switch for example zacatecas anymore.
i never converted as portugal in my games because it was always to expensive and i need all money for colonies.
