In a thread I started in the main forum it seems that in 1.3a (I think or perhaps eariler) that any puppet nation would have their IC capped at 50.
Yet now it seems this feature has been removed...thus it is now possible for a 2nd rate power (who has managed to defeat a 1st rate power) to have puppets who are more powerful than themselves.
Obviously, this is ridiculous, why would any nation who had gone to the trouble of fighting allow a puppet to rearm to such an extent???
So basically, in what files can I tinker with this setting? As I want to put the IC cap back (although I might raise it to 75)
