How to stop colonizers if they already started colonizing?

I'm trying to do a world conquest but i didn't manage to stop Castille and Portugal from colonizing before they got started. I've gotten portugal down to 67% total cost, but i'm worried that they might move their capitol and make the warscore cost actually go up.

Is it better to full annex portugal or vassalize them? And am i justified in worrying about taking only one of their last two mainland provinces (in a war with portugal having a truce so they can't be a cobelligerant) that they might move their capitol and make it impossible to annex them?

Does anybody more familiar with the mechanics have any advice?

I'm not 100% sure that i know about all of portugal's territory, but i know they have 3 provinces in south america, two in africa, and one colonial nation in the carribbean which i can see them actively colonizing right now.

If you annex, the colonial nation will become your subject (but not merge with your own CN in the region).

If you vassalise, the CN will become independent and Portugal might continue to colonise, making it expensive to integrate.

If you only take Lisboa, they might move their capital to the new world. Same could happen if you take Algarve. This will largely increase the WS cost of their (former oversea) provinces and will let them continue to colonise additional provinces, which also will no longer transfered to their CN when it is the same continent.

So better leave them alone for now and hope you can still annex them in one go when the truce is over.

Actually now it's better to leave colonizers alone until you hit Administrative Efficiency and will be able to quickly annex them that way. The only thing that can be good is to try to block them from Cape of Good Hope so that they don't cause massive westernization of India later.
