How to start game with DLC without steam

For some reason when i try to load this game without steam through the game folder, It wont let me use the DLC. I start up the laucher, check in what i want to use, then i proceed to play the game. Nothing happens. No DLC loaded. Why does it do this? why does it need steam to utalize what i paid for? This is extreamly annoying and would like to know if anybody has a way around it.

No, it does not work.

I have this issue also, though for me neither ck2.exe nor ck2game.exe load the launcher, they both just start the game, without me having the capability to turn mods on.
