I have the DLC mandate of heaven but I don't have the DLC Common Sense yet.

I don't really quite get how I can increase the institutions spread with this nation. With previous nations you built buildings in order to improve your provinces and sooner or later you would complete the necessary institutions points.

With Ming I'm currently at 1550, I have a very rich nation and I'm constructing many different type of buildings all over the place through many decades, however I didn't gain a single point in institution spreading, so I'm currently at 100% technology penalty.

I understand institution spreading is related with provinces development and provinces development related to build markets, temples, barraks, etc, or am I wrong and I'm missing something?

Also I didn't yet discover Milan for example, which is the first location of renaissance institution, is it necessary to locate the institution starting point in order to start gaining institution points?

Province development is spending Monarch Points for improving Taxes, Manpower and Production values of a province, it has no relation to buildings whatsoever. If you don't have Common Sense, then you are locked out of that feature (province development) and therefore, is screwed. So you basically need to make institutions spread to you naturally, and with Ming (or any non-Europe nation, basically), that means conquering your way towards Europe, where it does actually spread.

For more information about that important DLC-locked feature, you can consult the wiki: http://www.eu4wiki.com/Development

As ming, "all" you need to own a province in a trade node (i.e. region) where a European nation also trades in. Basically, this means that if you, as Ming, own a province in syria, somehow, you will get an event ( http://www.eu4wiki.com/Ming_events#The_Closure_of_China ) giving you renaissance in a province. From there, it's just a matter of waiting, I guess. But without common sense, and especially being as big as Ming, it's really hard to get renaissance, which is very tied to geography.

So the fact that I didn't discover the origin country (in my case Milan), does not affect the Renaissance institution spread?

Which would be the nearest trade node from Ming in which an european country operates?

And if I understood correctly, if buildings have no relation with development increases, then the only way to increase faster development rates would be to conquer provinces near europe with higher development?

In any case I think I will buy the Common Sense DLC and start again, 100% penalty tech is too high for me when I'm trying to take the first position from Ottomans.

Nope, you don't need to find out where the institution showed up. You only need to be adjacent to a province with renaissance for it to begin spreading. Also, you can forcefully make it appear by development, requires about 2000 monarch points investment.
