How to spawn Industrialization?

Hi,
Question - how to spawn industrialization? Tooltip says I don't have a "furnance", but I do...

Edit: Do you really have to own a furnance in the capital province??

No - you just need a furnace in a province matching those criteria. Do you have any at all?

There are no provinces that can get coal in the Constantinople node. So if it's the highest value node in the world, my understanding is the 1750 spawn can't happen. The rules get relaxed in 1760 and it can spawn in other nodes.

I have it in Kosovo. But I think I now understand - it's in Ragusa tradenode, and there is no province with coal in Constantinople node (as @Nobak said).
