There are some bad icons, but I don't think these should be a priority.
To name a few:
* The icon for Senate Influence looks like a roast chicken that has been cut in half. Took me ages to realize it's a ring.
* The icon for Mercenaries has me wondering what's going on there, it looks like a helmet and a sword, as opposed to just a helmet, which represents Military. I just now realized it's a bag of coins. This does not look good as a monochromatic icon.
* Enact Law Cost looks like a crab holding some coins up.
